It is said that King Charles II, who ruled from 1660 to 1685, never went anywhere without two or three small spaniels. He even ruled that spaniels should be allowed in any public place, including the Houses of Parliament. The decree is said to be still in effect in England, although it has not been checked recently to make sure it is true.
